SECOND QUARTER 2021 PALAY SITUATION IN MIMAROPA

Total volume of palay production in the MIMAROPA Region was estimated at 224,070 metric tons in April-June 2021. The top producers of palay in the region were Oriental Mindoro (112,042 metric tons), Occidental Mindoro (62,203 metric tons) and Palawan (48,539 metric tons). Combined production from said provinces comprised to 99.4 percent share in the regional production of palay. Meanwhile, the remaining 0.6 percent of the regional production of palay came from Marinduque (922 metric tons) and Romblon (364 metric tons).

During the second quarter of 2021, palay produced in the MIMAROPA Region were mostly grown and harvested from irrigated farms which was 196,946 metric tons or 87.9 percent of the total volume of palay production in the region. Moreover, those 27,124 metric tons of palay produced from rainfed farms accounted for 12.1 percent share of the region’s total palay production. Palay produced in Occidental Mindoro and Romblon mainly harvested from irrigated farms, while the remaining provinces produced palay which grown in rainfed farms. Furthermore, with respect to provincial production of palay, only Marinduque got the largest share of 38.2 percent of palay produced in rainfed farms among provinces in MIMAROPA.

Volume of palay production grew by 5.2 percent

In second quarter of 2021, MIMAROPA region recorded a total palay production of about 224,070 metric tons. This results to 5.2 percent or 11,026 metric tons increase from its palay production of 213,044 metric tons in the same quarter last year. The increase in production was mainly driven by the palay production from Occidental Mindoro with 62,203 metric tons and Palawan with 48,539 metric tons. Both provinces posted a positive growth of 11.5 percent  and 60.0 percent or corresponding 6,413 metric tons and 18,202 metric tons increase, respectively. In contrast, Oriental Mindoro, Marinduque, and Romblon showed a decline of 9.3 percent, 58.5 percent, and 67.5 percent, respectively. This translates to a combined decrease in production of 13,589 metric tons in April-June 2021.

In terms of ecosystem type, production from both irrigated and rainfed farms experienced a surge during the second quarter of 2021.  Irrigated farms have produced 196,946 metric tons of palay grew by 4,708 metric tons (2.4 percent) from 192,238 metric tons in the same quarter last year. Similarly, rainfed farms have produced 27,124 metric tons of palay which was higher by 6,318 metric tons (30.4 percent) from 20,806 metric tons in April-June 2020.

The boost in the production of palay harvested in irrigated farms was mainly driven by Palawan and Occidental Mindoro with a combined increase of 18,418 metric tons during the second quarter of 2021. Likewise, palay produced in rainfed farms obtained a positive growth of 30.4 percent due to the combined 6,630 metric tons increase from the provinces of Palawan and Oriental Mindoro.  

 

Total palay area harvested expanded by 10.7 percent

Total area harvested for all types of ecosystems during the second quarter of 2021 recorded at 55,827 hectares. Among provinces, Oriental Mindoro recorded the largest area harvested of 28,725 hectares. Meanwhile, Romblon got the smallest area harvested of 110 hectares during the second quarter of 2021.

Total area harvested of the region expanded by 10.7 percent or 5,415 hectares from 50,412 hectares in the same period in 2020. The increase in area harvested was due to the upturn of 6,104 hectares area harvested in Palawan, Occidental Mindoro, and Oriental Mindoro in April-June 2021. Moreover, area harvested in Marinduque and Romblon posted a total contraction of 689 hectares in April-June 2021 compared to the same period in the previous year.

Area harvested from both irrigated and rainfed farms posted an augment during April-June 2021. Irrigated farms registered 47,506 hectares, an increase by 7.9 percent or 3,465 hectares from its area harvested of 44,041 hectares during the same quarter in 2020. Similarly, area harvested from rainfed farms was recorded at 8,321 hectares, an increase by 30.6 percent or 1,950 hectares larger than the reported 6,371 hectares in the same quarter of the previous year.

Irrigated farms’ area harvested was enlarged due to the reported 4,040 hectares increase in the area harvested of Palawan, Occidental Mindoro, and Oriental Mindoro during the second quarter of 2021. Similarly, area harvested in rainfed farms obtained a positive growth of 30.6 percent due to the total of 2,064 hectares increase from the provinces of Palawan and Oriental Mindoro.

 

Average palay yield reached 4.0 metric tons per hectare 

During the second quarter of 2021, the average palay yield in the region registered at 4.0 metric tons per hectare. This translates to a decline of 4.8 percent compared to its recorded average yield in the same quarter last year. Among provinces in MIMAROPA region, only Occidental Mindoro with an average yield of 4.6 metric tons per hectare exceeded the regional average yield, while only Oriental Mindoro posted a decrease in terms of average palay yield.

TECHNICAL NOTES

Palay Production Survey (PPS) is a major quarterly agricultural survey conducted by the Philippine Statistics Authority. Its main objective is to generate estimates and forecasts of palay production, area and yield, and other production-related data that serve as inputs to the Performance of Agriculture Report, and accordingly to the preparation of the Gross Domestic Product. The survey also supports the data needs of planners, policy and decision makers on palay/rice, and stakeholders in the agricultural sector, and the general public.

PPS covers sample farming households in sample barangays in all provinces in the country except Batanes, but including Zamboanga City and Davao City. Data gathered in this survey are as follows: (1) production, area planted/harvested and yield by ecosystem and by seed type; (2) usage of seeds, fertilizer and pesticides; (3) source of irrigation water and adequacy, monthly distribution of production and area harvested; (4) farm household disposition of production; (5) area with standing crop, farmer’s planting intention for the quarter; and (6) farmer’s awareness and availment of palay program interventions.

Palay production refers to the quantity of palay produced and actually harvested during the reference period. It includes those harvested but damaged, stolen, given away, consumed, given as harvesters’ and thresher’s shares, reserved, etc. Palay production from seed growers which are intended for seed purposes is excluded from the survey.

Two ecosystem types are considered in palay production. These are as follows:

1.  Irrigated ecosystem refers to area with irrigation facilities supplying water through gravity, force/power, pump, and other artificial means.

2. Palay grown on a rainfed ecosystem has dikes that retain water and solely dependent upon rainfall for its water supply.

Area harvested refers to the actual area from which harvests are realized. This excludes crop areas which were totally damaged. For palay, the harvest area refers to the effective area harvested during the reference quarter.

Yield is an indicator of production derived by dividing the total production by the area harvested.
