The headline inflation rate at the regional level accelerated to 2.6 percent in December 2019. In the previous month, inflation was posted at 1.8 percent and in December 2018, 6.6 percent. The uptrend of inflation in December 2019 was driven by the combined acceleration of selected commodity groups.

Higher annual mark-ups were noted in the indices of the following commodity groups:

  • Food and Non-Alcoholic Beverages, -1.4%;
  • Housing, Water, Electricity, Gas and Other Fuels, 5.8%;
  • Furnishings, Household Equipment and Routine Maintenance of the House, 4.2%;
  • Health, 7.8%;
  • Transport, 7.7%; and
  • Recreation and Culture, 3.6%

Lower annual increases in the indices of the following commodity groups during the month also contributed to the downtrend:

  • Alcoholic Beverages and Tobacco, 29.0%; and
  • Restaurant and Miscellaneous Goods and Services, 4.0%.

Clothing and Footwear; Communication; and Education retained at 1.0 percent, 0.2 percent, and 5.6 percent, respectively, same as the previous month’s index.

Inflation of the region’s food index slowed improved but still negative, posting at -1.7 percent during the month. Its annual rate in November 2019 was lower at -3.1 percent and 8.3 percent in December 2018. Annual decline of the index for Fruit was noted at 6.8 percent.

The annual indices of the following food items increased:

  • Bread and Cereals, -6.4%;
  • Rice, -8.1%;
  • Corn, 30.0%;
  • Meat, 1.1%;
  • Fish, 1.0%;
  • Oils and Fats, -0.6%;
  • Vegetables, 3.1%;
  • Sugar, Jam, Honey, Chocoalte and Confectionery, -6.5%; and

Food Products, not elsewhere classified, 3.3%.

On the contrary, annual upticks were slower in the following food groups:

  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 1.5%; and
  • Non-alcoholic Beverages, 3.7%.

 

Milk, Cheese, and Eggs had the same inflation rate as the previous month, posted at 2.7 percent.

 

MARINDUQUE

The headline inflation rate of Marinduque increased further at 5.7 percent in December 2019. In the previous month, the inflation rate was posted at 2.8 and in December 2018, 4.3 percent. The uptrend was driven by the combined acceleration of selected commodity groups.

Inflation of the province’s food index had an annual uptick posted at 1.0 percent during the month. Its annual rate in November 2019 was lower at -4.0 percent, and 5.6 percent in December 2018. Annual decline in the index of Corn was noted at 16.2 percent.

In addition, the annual indices of the following food items increased:

  • Bread and Cereals, -6.1%;
  • Rice, -8.1%;
  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 2.4%;
  • Meat, 3.5%;
  • Fish, 14.0%;
  • Fruit, -2.6%;
  • Vegetables, 10.0%;
  • Food Products, not elsewhere classified, 11.3%; and
  • Non-alcoholic Beverages, 16.0%.

On the contrary, annual upticks were slower in the following food groups:

  • Milk, Cheese and Eggs, 4.1%;
  • Oils and Fats, -1.4%;
  • Sugar, Jam, Honey, Chocolate and Confectionery, -9.9%;

Higher annual mark-ups were noted in the indices of the following commodity groups:

  • Food and Non-Alcoholic Beverages, 1.7%;
  • Housing, Water, Electricity, Gas and Other Fuels, 6.1%;
  • Health, 10.7%; and
  • Transport, 14.3%.
  • Recreation and Culture, 4.3%; and
  • Restaurant and Miscellaneous Goods and Services, 4.4%.

 

Lower annual increases in the index of Furnishings, Household Equipment and Routine Maintenance of the House, posted at 11.8 percent during the month, also contributed to the downtrend.

 

The indices for Alcoholic Beverages and Tobacco; Clothing and Footwear; Communication; and Education retained at 27.5 percent, 1.7 percent, 1.3 percent, and 0.5 percent, respectively, same as the previous month.

 

OCCIDENTAL MINDORO

The headline inflation rate of Occidental Mindoro slowed down to 2.1 percent in December 2019. In the previous month, inflation was posted at 2.7 percent and in December 2018, 7.9 percent. The downtrend in inflation during December 2019 was driven by the combined slower annual increments in the indices of selected commodity groups.

Inflation of the province’s food slightly decreased to 0.8 percent during the month. Its annual rate in November 2019 was higher at 1.4 percent, and 10.2 percent in December 2018. Annual decline in the index of Fish was noted at 1.5 percent.

In addition, annual upticks were slower in the following food groups:

  • Bread and Cereals, -0.2%;
  • Rice, -0.6%;
  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 0.9%;
  • Meat, 1.9%;
  • Oils and Fats, -2.5%;
  • Sugar, Jam, Honey, Chocolate and Confectionery, -9.2%;
  • Food Products, not elsewhere classified, 3.6%; and
  • Non-alcoholic Beverages, 2.9%.

 

On the contrary, the annual indices of the following food items increased:

  • Corn, 9.5%;
  • Milk, Cheese and Eggs, 7.4%;
  • Fruit, -1.0%;
  • Vegetables, 0.9%;

  • Recreation and Culture, 5.0%; and
  • Restaurant and Miscellaneous Goods and Services, 3.4%.

 

Higher annual mark-ups were noted in the indices of the following commodity groups:

  • Furnishings, Household Equipment and Routine Maintenance of the House, 3.5%; and
  • Health, 3.8%;

 

The indices of Transport, Communication and Education retained at 1.6 percent, 0.1 percent and 3.4 percent, respectively, same with the previous month.

 

ORIENTAL MINDORO

The headline inflation rate of Oriental Mindoro accelerated to 2.8 percent in December 2019. In the previous month, inflation was posted at 2.1 percent and in December 2018, 6.3 percent. The uptrend in inflation during December 2019 was driven by the combined acceleration in the indices of selected commodity groups.

Inflation of the province’s food index improved but still negative, at -4.5 percent, during the month. Its annual rate in November 2019 was lower at -5.1 percent, and 6.4 percent in December 2018. Annual decline was noted in the index of Fruit, posted at -2.2 percent.

In addition, the indices of the following food groups increased:

  • Bread and Cereals, -6.0%;
  • Rice, -7.5%;
  • Fish, -7.4%;
  • Milk, Cheese and Eggs, -0.4%;
  • Oils and Fats, -0.4%;
  • Vegetables, -0.8%; and
  • Food Products, not elsewhere classified, 3.6%.

 

On the contrary, annual upticks were slower in the following food groups:

  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 0.2%;
  • Meat, -2.2%; and
  • Non-alcoholic Beverages, 4.8%.

The indices of Corn; Sugar, Jam, Honey, Chocolate and Confectionery retained at 34.6 percent and -8.8 percent, respectively, same as the previous month.

 

Higher annual mark-ups were noted in the indices of the following commodity groups:

  • Food and Non-Alcoholic Beverages, -3.8%;
  • Alcoholic Beverages and Tobacco, 39.5%;
  • Housing, Water, Electricity, Gas and Other Fuels, 17.5%;
  • Health, 12.9%; and
  • Transport, 5.9%.
  • Recreation and Culture, 2.7%;

 

Lower annual increases in the indices of the following commodity groups during the month also contributed to the downtrend:

  • Clothing and Footwear, 0.1%;
  • Furnishings, Household Equipment and Routine Maintenance of the House, 0.7%; and
  • Restaurant and Miscellaneous Goods and Services, 5.2%.

 

The indices for Communication retained at zero percent and Education also retained at 2.3 percent, same as the previous month.

PALAWAN

 

The headline inflation rate of Palawan slightly accelerated to 1.4 percent in December 2019. In the previous month, inflation was posted at 0.7 percent and in December 2018, 8.0 percent. The slightly faster growth of inflation in December 2019 was driven by combined deceleration of selected commodity groups.

 

Inflation of the province’s food index improved but still negative, posted at -2.0 percent during the month. Its annual rate in November 2019 was lower at -3.8 percent, and 11.2 percent in December 2018. Annual decline was noted in the index of Fruit, posted at 18.8 percent.

 

In addition, the indices of the following food groups increased:

  • Bread and Cereals, -11.0%;
  • Rice, -13.6%;
  • Meat, 1.5%;
  • Fish, 2.9%;
  • Oils and Fats, -0.9%;
  • Vegetables, 5.7%; and
  • Sugar, Jam, Honey, Chocolate and Confectionery, -4.8%.

 

On the contrary, annual upticks were slower in the following food groups:

  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 2.2%;
  • Milk, Cheese and Eggs, 3.0%;
  • Food Products, not elsewhere classified, 1.9%; and
  • Non-Alcoholic Beverages, 1.6%.

The index for Corn retained at 56.4 percent, same as the previous month.

  • Housing, Water, Electricity, Gas and Other Fuels, 1.1%;
  • Furnishings, Household Equipment and Routine Maintenance of the House, 6.2%;
  • Health, 6.3%;
  • Recreation and Culture, 4.1%; and

 

Lower annual increases in the indices of the following commodity groups during the month also contributed to the downtrend:

  • Alcoholic Beverages and Tobacco, 30.0%;
  • Transport, 8.4%; and
  • Restaurant and Miscellaneous Goods and Services, 4.1%.

 

The indices of Clothing and Footwear; Communication; and Education retained at 2.2 percent, zero percent, and 10.8 percent, respectively, same with the previous month.

 

ROMBLON

 

The headline inflation rate of Romblon further increased at 4.0 percent in December 2019. In the previous month, the inflation rate was posted at 2.2 and in December 2018, 4.4 percent. The faster growth was partly driven by the combined growth in the indices of selected commodity groups.

           

Inflation of the province’s food index further accelerated to 2.6 percent during the month. Its annual rate in November 2019 was lower at 0.1 percent, and 3.2 percent in December 2018.

 

In addition, the indices of the following food groups increased:

  • Bread and Cereals, 0.2%;
  • Rice, -0.4%;
  • Corn, -3.9%;
  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 3.6%;
  • Meat, 6.4%;
  • Fish, 8.4%;
  • Milk, Cheese and Eggs, 2.8%;
  • Oils and Fats, 2.7%;
  • Vegetables, 0.8%; and
  • Non-alcoholic Beverages, -0.1%.

 

On the contrary, annual upticks were slower in the following food groups:

  • Fruit, -4.3%;
  • Food Products, not elsewhere classified, 2.1%; and

 

The index for Sugar, Jam, Honey, Confectionery and Chocolate retained at 1.5 percent, same as the previous month.

METHODOLOGY IN REBASING THE CONSUMER PRICE INDEX TO BASE YEAR 2012

  1. Identification of the Base Year

The base period is the period, usually a year, at which the index number is set to 100. It is the reference point of the index number series. The CPI is now rebased to 2012 base year from the 2006 base year.

The year 2012 was chosen as the next base year because it was the latest year when the Family Income and Expenditure Survey (FIES) results were made available. It is also in accordance with the PSA Board Resolution No.1, Series of 2017-146, which approved the synchronized rebasing of the price indices to base year 2006 and every six (6) years thereafter.

  1. Determination of the Market Basket

Market basket refers to a sample of goods and services, which is meant to represent the totality of all the goods and services purchased by households relative to a base year.

Determining the right market basket is crucial because inadequate representation of the typical basket will give wrong signals as to the behavior of prices, a very important factor in economic planning.

To determine the commodities that will form the market basket for the 2012-based CPI, the updating of the 2006 basket through the Survey of Key Informants was conducted from 07 October to 15 November 2013. The survey was conducted nationwide to store managers, sellers or proprietors and were asked of the most commonly purchased items or commodities. The commodities are grouped according to the 2010 Philippine Classification of Individual Consumption According to Purpose (PCOICOP) which is based on the United Nations COICOP.

  1. Determination of the Household Consumption Patterns (Weights)

This activity involves assigning weights to the commodity groups/sub-groups.  This reflects the consumption priorities of households and the way they allocate resources to meet their needs. Weight is a value attached to a commodity or group of commodities to indicate the relative importance of that commodity or group of commodities in the market basket.

The weights for the 2012-based CPI were derived from the expenditure data of the 2012 FIES, a survey that covered around 50,000 sample households nationwide.  The weight for each item of expenditure is a proportion of that expenditure item to the total national expenditure. The total (all items) national expenditure weights is equal to 100.

The 2012 FIES expenditure data were used to directly estimate the 2012 CPI weights at the national and regional levels. However, the 2012 FIES estimates for the expenditure data at the provincial level were not directly utilized in estimating the CPI expenditure weights as the data at the provincial/city level may not be reliable with the use of the households' master sample (MS) that was utilized in selecting the 2012 FIES sample households. The MS was drawn using regions as domains in generating estimates in all the household surveys of the PSA starting July 2003.

The provincial/city expenditure data were derived using the model-based method in small area estimation procedures using the regional expenditure data as the control total for all the expenditure data within the specific region. Using these estimates, the weight for each item of expenditure is computed as a proportion of that item of expenditure to the total national expenditure. A raking procedure was done to adjust the weights of the provinces so that the provincial weights when added up will equal to the regional weights.

  1. Monitoring of Prices of Items in the Market Basket

This involves establishing baseline information for prices of the items in the base year and monitoring the prices of the items on a regular basis. Collection of data for the CPI is done by the provincial staff of the PSA. Except for food, beverage and tobacco (FBT) in NCR and petroleum products which are monitored on a weekly basis, price collection is generally done twice a month. First collection phase is done in the first five days of the month while the second phase is on the 15thto 17th day of the month.   Data are collected from the sample outlets (outlets or establishments where prices of commodities/services are collected or quoted) which were chosen using the following criteria:

a. Popularity of an establishment along the line of goods to be priced - this means the sample outlet is publicly noted in the locality for selling goods included in the CPI market basket and the outlet is patronized by a large segment of the population.

b. Consistency and completeness of stock

Consistency of stock - the outlet has a constant, steady or regular stock of commodities listed in the CPI price collection forms as well as of those commodities of the same kind and belonging to the same commodity group.

Completeness of stock- the sample outlet carries in its stock many if not all of the items included in the CPI price collection forms relative to the other outlets in the area.

c. Permanency of outlet - the outlet is an established store or stall in the market area.

It should not be an ambulant or transient vendor in order that the collection of data can be done for the succeeding survey rounds.

d. Geographical location- the outlet is conveniently located and is accessible to the majority of consumers in the area.
