The headline inflation rate at the regional level further slowed down to 2.2 percent in September 2019. In the previous month, inflation was posted at 4.6 percent and in September 2018, 7.2 percent. This is the lowest inflation since December 2017, posted at 2.6 percent.  The slowdown of inflation in September 2019 was mainly driven by the plunge in the index of the heavily-weighted food and non-alcoholic beverages at -2.3 percent.

Inflation of the region’s food index declined to -2.7 percent during the month. Its annual rate in August 2019 was higher at 1.1 percent and 10.9 percent in September 2018. Annual declines were noted in the indices of the following food items:

  • Bread and Cereals, -6.5%;
  • Rice, -8.3%;
  • Oils and Fats, -0.2%;
  • Vegetables, -7.6%; and
  • Food Products not elsewhere classified, 4.5%.

In addition, annual upticks were slower in the following food groups:

  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 2.7%;
  • Meat, 0.2%;
  • Fish, 0.7%;
  • Fruit, 14.5%;
  • Sugar, Jam, Honey, Chocolate and Confectionery, -9.1%; and
  • Non-Alcoholic Beverages, 5.7%.

On the contrary, the annual indices of the following food items increased:

  • Corn, 21.8%;
  • Milk, Cheese and Eggs, 3.0%

Lower annual increases in the indices of the following commodity groups during the month also contributed to the downtrend:

  • Clothing and Footwear, 1.9%;
  • Housing, Water, Electricity, Gas and Other Fuels, 6.6%;
  • Furnishings, Household Equipment and Routine Maintenance of the House, 4.2%;
  • Health, 5.0%;
  • Transport, 5.5%;
  • Communication, 0.1%;
  • Recreation and Culture, 3.4%; and
  • Restaurant and Miscellaneous Goods and Services, 6.7%.

On the other hand, higher annual mark-ups were noted in the index of Alcoholic Beverages and Tobacco, posted at 30.5 percent. The index for Education did not change, comparing it with last month’s index, posted at 5.6 percent.

 

MARINDUQUE

The headline inflation rate of Marinduque grew at a slower rate at 2.1 percent in September 2019. In the previous month, the inflation rate was posted at 4.6 and in September 2018, 6.8 percent. The deceleration was mainly driven by the decline in the index of the heavily-weighted food and non-alcoholic beverages, at -4.9 percent.

Inflation of the province’s food index sank deeper to -5.3 percent during the month. Its annual rate in August 2019 was higher at -0.2 percent, and 12.3 percent in September 2018. Annual declines were noted in the indices of the following food items:

  • Bread and Cereals, -9.8%;
  • Rice, -12.2%;
  • Corn, 0.9%;
  • Oils and Fats, -0.2%;
  • Fruit, -7.6%; and
  • Vegetables, -7.7%.

 

In addition, annual upticks were slower in the following food groups:

  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 2.4%;
  • Meat, 1.7%;
  • Fish, -1.6%;
  • Milk, Cheese and Eggs, 4.3%;
  • Food Products not elsewhere classified, 8.6%; and
  • Non-Alcoholic Beverages, 7.1%.

On the contrary, the index of Sugar, Jam, Honey, Chocolate and Confectionery increased to -12.5 percent.

Lower annual increases in the indices of the following commodity groups during the month also contributed to the downtrend:

  • Clothing and Footwear, 3.9%;
  • Housing, Water, Electricity, Gas and Other Fuels, 2.5%;
  • Furnishings, Household Equipment and Routine Maintenance of the House, 10.4%;
  • Health, 8.1%;
  • Transport, 12.1%;
  • Communication, 0.6%;
  • Recreation and Culture, 5.0%; and
  • Restaurant and Miscellaneous Good and Services, 7.2%.

On the other hand, a higher annual mark-up was noted in the index of Alcoholic Beverages and Tobacco, posted at 29.3 percent. The index for education retained at 0.5 percent, same from last month’s index.

 

OCCIDENTAL MINDORO

The headline inflation rate of Occidental Mindoro further decelerated to 2.5 percent in September 2019. In the previous month, inflation was posted at 3.9 percent and in September 2018, 7.4 percent. The slowdown of inflation in September 2019 was mainly driven by the slower annual increments in the index of the heavily-weighted food and non-alcoholic beverages at 1.1 percent.

Inflation of the province’s food index further slowed down to 0.6 percent during the month. Its annual rate in August 2019 was higher at 2.0 percent, and 11.1 percent in September 2018. Annual declines were noted in the indices of the following food items:

  • Bread and Cereals, 0.3%;
  • Rice, 0.0%;
  • Vegetables, -14.0%.

In addition, annual upticks were slower in the following food groups:

  • Corn, 5.7%;
  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 1.0%;
  • Fruit, 9.5%;
  • Sugar, Jam, Honey, Chocolate and Confectionery, -7.0%; and
  • Food Products not elsewhere classified, 6.2%.

On the contrary, the indices of the following food groups increased:

  • Meat, 3.3%;
  • Fish, 1.1%;
  • Milk, Cheese and Eggs, 6.8%; and
  • Oils and Fats, -0.7%.

Lower annual increases in the indices of the following commodity groups during the month also contributed to the downtrend:

  • Clothing and Footwear, 0.9%;
  • Housing, Water, Electricity, Gas and Other Fuels, 2.2%;
  • Furnishings, Household Equipment and Routine Maintenance of the House, 3.1%;
  • Health, 3.8%;
  • Communication, 0.0%
  • Recreation and Culture, 4.3%; and
  • Restaurant and Miscellaneous Goods and Services, 3.6%.

On the other hand, higher annual mark-ups were noted in the indices of the following commodity groups:

  • Alcoholic Beverages and Tobacco, 34.9%;

The indices for Transport and Education retained at 1.4 percent and 3.4 percent, respectively, same as the indices from last month.

 

ORIENTAL MINDORO

The headline inflation rate of Oriental Mindoro further decelerated to 1.7 percent in September 2019. In the previous month, inflation was posted at 4.7 percent and in September 2018, 7.8 percent. The slowdown of inflation in September 2019 was mainly driven by the decline in the index of the heavily-weighted food and non-alcoholic beverages at -6.3 percent.

Inflation of the province’s food index declined to -7.3 percent during the month. Its annual rate in August 2019 was higher at -2.5 percent, and 10.8 percent in September 2018. Annual declines were noted in the indices of the following food items:

  • Bread and Cereals, -9.1%;
  • Rice, -11.4%;
  • Fish, -6.7%;
  • Vegetables, -19.8%; and
  • Food Products not elsewhere classified, 3.4%.

In addition, annual upticks were slower in the following food groups:

  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 1.6%;
  • Meat, -1.0%
  • Oils and Fats, 0.6%; and
  • Sugar, Jam, Honey, Chocolate and confectionery, -11.4%.

On the contrary, the indices of the following food groups increased:

  • Corn, 37.2%;
  • Milk, Cheese and Eggs, -1.0%; and
  • Fruit, 7.2%.

Lower annual increases in the indices of the following commodity groups during the month also contributed to the downtrend:

  • Clothing and Footwear, 1.6%;
  • Housing, Water, Electricity, Gas and Other Fuels, 20.7%;
  • Furnishings, Household Equipment and Routine Maintenance of the House, 3.2%;
  • Health, 9.3%;
  • Transport, 2.7%;
  • Recreation and Culture, 2.9%.

On the other hand, higher annual mark-ups were noted in the indices of the following commodity groups:

  • Alcohol Beverages and Tobacco, 36.4%;
  • Restaurant and Miscellaneous Goods and Services, 7.6%.

The indices for Communication and Education both retained at 0.1 percent and 2.3 percent, respectively.

 

PALAWAN

            The headline inflation rate of Palawan further decelerated to 2.6 percent in September 2019. In the previous month, inflation was posted at 4.8 percent and in September 2018, 7.2 percent. The slower growth of inflation in September 2019 was mainly driven by the heavily-weighted food and non-alcoholic beverages, at 0.0 percent. This implies that there was no change in the consumer price indices of September 2018 and September 2019.

Inflation of the province’s food index plunged to -0.2 percent during the month. Its annual rate in August 2019 was higher at 3.2 percent, and 11.4 percent in September 2018. Annual declines were noted in the indices of the following food items:

  • Bread and Cereals, -6.8%;
  • Rice, -8.8%;
  • Meat, -1.1;
  • Vegetables, 1.2%; and
  • Food Products not elsewhere classified, 4.6%.

In addition, annual upticks were slower in the following food groups:

  • Other Cereals, Flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 3.9%;
  • Oils and Fats, -1.4%;
  • Sugar, Jam, Honey, Chocolate and Confectionery, -8.6%; and
  • Non-Alcoholic Beverages, 3.7%.

 

On the contrary, the indices of the following food groups increased:

  • Corn, 28.7%;
  • Fish, 6.8%;
  • Milk, Cheese and Eggs, 4.7%; and
  • Fruit, 27.6%.

Lower annual increases in the indices of the following commodity groups during the month also contributed to the downtrend:

  • Clothing and Footwear, 2.5%;
  • Housing, Water, Electricity, Gas and Other Fuels, 2.3%;
  • Furnishings, Household Equipment and Routine Maintenance of the House, 4.5%;
  • Health, 1.9%;
  • Transport, 6.8%;
  • Recreation and Culture, 3.8%; and
  • Restaurant and Miscellaneous Goods and Services, 8.5%.

On the other hand, a higher annual mark-up was noted in the index of Alcoholic Beverages and Tobacco, posted at 31.4 percent.

The indices for Communication and Education retained at 0.0 percent and 10.8 percent, respectively.

 

ROMBLON

The headline inflation rate of Romblon decelerated at 2.1 percent in September 2019. In the previous month, the inflation rate was posted at 4.2 and in September 2018, 6.6 percent. The deceleration was mainly driven by the plunge in the index of the heavily-weighted food and non-alcoholic beverages at -0.8 percent.

  • Bread and Cereals, -5.6%;
  • Rice, -7.6%;
  • Corn, 10.6%;
  • Other Cereals, flour, Cereal Preparation, Bread, Pasta and Other Bakery Products, 5.2%;
  • Meat, 3.4%;
  • Fish, 2.6%;
  • Vegetables, 3.6%; and
  • Non-Alcoholic Beverages, 2.0%.

In addition, annual upticks were slower in the following food groups:

  • Milk, Cheese and Eggs, 4.2%;
  • Fruit, 0.3%; and
  • Food Products not elsewhere classified, 2.6%.

On the contrary, the index of Oils and Fats increased to 1.6 percent and the index for Sugar, Jam, Honey, Chocolate and confectionery retained at 0.7 percent.

Lower annual increases in the indices of the following commodity groups during the month also contributed to the downtrend:

  • Alcoholic Beverages and Tobacco, 2.6%;
  • Clothing and Footwear, 0.8%;
  • Health, 3.2%; and
  • Restaurant and Miscellaneous Goods and Services, 1.7%.

On the other hand, higher annual mark-ups were noted in the indices of the following commodity groups:

  • Housing, Water, Electricity, Gas and Other Fuels, 6.1%;
  • Furnishings, Household, Equipment and Routine Maintenance of the House, 2.9%; and
  • Transport, 10.6%.

There were no changes in the indices of Communication, Recreation and Culture, and Education, retained at 0.1 percent, 1.2 percent, and 0.0 percent, respectively.

METHODOLOGY IN REBASING THE CONSUMER PRICE INDEX TO BASE YEAR 2012

  1. Identification of the Base Year

The base period is the period, usually a year, at which the index number is set to 100. It is the reference point of the index number series. The CPI is now rebased to 2012 base year from the 2006 base year.

The year 2012 was chosen as the next base year because it was the latest year when the Family Income and Expenditure Survey (FIES) results were made available. It is also in accordance with the PSA Board Resolution No.1, Series of 2017-146, which approved the synchronized rebasing of the price indices to base year 2006 and every six (6) years thereafter.

  1. Determination of the Market Basket

Market basket refers to a sample of goods and services, which is meant to represent the totality of all the goods and services purchased by households relative to a base year.

Determining the right market basket is crucial because inadequate representation of the typical basket will give wrong signals as to the behavior of prices, a very important factor in economic planning.

To determine the commodities that will form the market basket for the 2012-based CPI, the updating of the 2006 basket through the Survey of Key Informants was conducted from 07 October to 15 November 2013. The survey was conducted nationwide to store managers, sellers or proprietors and were asked of the most commonly purchased items or commodities. The commodities are grouped according to the 2010 Philippine Classification of Individual Consumption According to Purpose (PCOICOP) which is based on the United Nations COICOP.

  1. Determination of the Household Consumption Patterns (Weights)

This activity involves assigning weights to the commodity groups/sub-groups.  This reflects the consumption priorities of households and the way they allocate resources to meet their needs. Weight is a value attached to a commodity or group of commodities to indicate the relative importance of that commodity or group of commodities in the market basket.

The weights for the 2012-based CPI were derived from the expenditure data of the 2012 FIES, a survey that covered around 50,000 sample households nationwide.  The weight for each item of expenditure is a proportion of that expenditure item to the total national expenditure. The total (all items) national expenditure weights is equal to 100.

The 2012 FIES expenditure data were used to directly estimate the 2012 CPI weights at the national and regional levels. However, the 2012 FIES estimates for the expenditure data at the provincial level were not directly utilized in estimating the CPI expenditure weights as the data at the provincial/city level may not be reliable with the use of the households' master sample (MS) that was utilized in selecting the 2012 FIES sample households. The MS was drawn using regions as domains in generating estimates in all the household surveys of the PSA starting July 2003.

The provincial/city expenditure data were derived using the model-based method in small area estimation procedures using the regional expenditure data as the control total for all the expenditure data within the specific region. Using these estimates, the weight for each item of expenditure is computed as a proportion of that item of expenditure to the total national expenditure. A raking procedure was done to adjust the weights of the provinces so that the provincial weights when added up will equal to the regional weights.

  1. Monitoring of Prices of Items in the Market Basket

This involves establishing baseline information for prices of the items in the base year and monitoring the prices of the items on a regular basis. Collection of data for the CPI is done by the provincial staff of the PSA. Except for food, beverage and tobacco (FBT) in NCR and petroleum products which are monitored on a weekly basis, price collection is generally done twice a month. First collection phase is done in the first five days of the month while the second phase is on the 15thto 17th day of the month.   Data are collected from the sample outlets (outlets or establishments where prices of commodities/services are collected or quoted) which were chosen using the following criteria:

a. Popularity of an establishment along the line of goods to be priced - this means the sample outlet is publicly noted in the locality for selling goods included in the CPI market basket and the outlet is patronized by a large segment of the population.

b. Consistency and completeness of stock

Consistency of stock - the outlet has a constant, steady or regular stock of commodities listed in the CPI price collection forms as well as of those commodities of the same kind and belonging to the same commodity group.

Completeness of stock- the sample outlet carries in its stock many if not all of the items included in the CPI price collection forms relative to the other outlets in the area.

c. Permanency of outlet - the outlet is an established store or stall in the market area.

It should not be an ambulant or transient vendor in order that the collection of data can be done for the succeeding survey rounds.

d. Geographical location- the outlet is conveniently located and is accessible to the majority of consumers in the are
