The Philippine Statistics Authority (PSA) is obligated under the PhilSys Act or Republic Act No. 11055 to establish a thorough identification system for all Filipino citizens, called the Philippine Identification System.

The Provincial Statistical Office of Palawan is making sure that all unregistered individuals in the National ID System are covered by conducting a saturation campaign. The office has launched "PhilSys on Wheels," a roving registration venue for Step 2 Registration and E-Phil ID printing to make PhilSys services accessible to the unregistered population in Palawan.

This mode of registration began on September 16, 2023, and will continue until every Palaweńo is registered in PhilSys.
