A Total of 2,923 Mindoreños Receives Free Birth Certificate on the Continuous Implementation of Birth Registration Assistance Project (BRAP) in Occidental Mindoro

The Philippine Statistics Authority (PSA) has been implementing the Birth Registration Assistance Project (BRAP) throughout the country to increase the level of birth registration and ensure that they are enrolled in the Philippine Identification System (PhilSys) and have received their Philippine Identification (PhilID) card, which serves as a gateway for them to claim their social benefits and legal identity.

With these, they can now avail social services and fulfill their basic rights because they can present birth records and PhilID as a proof of their legal identity. BRAP was launched in February 2022 that allows the late registration of the birth records of individuals belonging to marginalized communities, Indigenous People, Muslim Filipinos, the poorest sector of the country, senior citizens, and those who are currently living outside of their birthplace.

The Provincial Statistical Office (PSO) of Occidental Mindoro together with the Local Civil Registry Offices (LCROs) of the province as they are responsible for implementing this project in their respective municipality, continue to serve and call those marginalized individuals who do not have birth record to register their Certificate of Live Birth (COLB) under the BRAP.

As of August 31, 2024, a total of 21, 862 records was submitted for verification of none existence of birth record. Out of this number, a total of 16,495 records were verified in the vital documents database and 10,506 of these issued certification of no record of birth. Once verified no record of birth, each recipients should comply the requirements to be able for the LCROs to register their record of births. A total of 5,737 birth records were already processed through delayed registration on their concerned LCROs while 2,923 COLBs were printed in PSA Security Paper (SECPA) and issued to the beneficiaries free of charge.

The minimum requirements for delayed registration under BRAP are the following documents: a negative omnibus certification issued by PSA, an accomplished Affidavit for Delayed Registration of Birth at the back of the Certificate of Live Birth (COLB), a Certificate of Indigency issued by the punong barangay, any proof of identity such as PhilID/ePhilID, a barangay certification, driver’s license, or other applicable documents, and Affidavit of Out-of-Town registration (in case of out-of-town registration).
