11 July 2025 – SAN FERNANDO, ROMBLON. Last 11 July 2025, the Philippine Statistics Authority-Romblon Provincial Statistical Office, in partnership with Local Government Unit (LGU) of San Fernando through Local Civil Registry Office, awarded free SECPA Birth Certificates to seventeen (17) Birth Registration Assistance Project (BRAP) beneficiaries at Romblon State University-San Fernando Campus, Brgy. Poblacion, San Fernando, Romblon.

The BRAP aims to promote universal birth registration across the Philippines by assisting individuals who have no existing record of live birth in obtaining their official Security Paper (SECPA) copies of birth certificates.

The 17 beneficiaries from various barangays of San Fernando were officially issued their birth certificates during the ceremony, marking a significant milestone in affirming their legal identity and supporting their access to basic rights and public services such as education, healthcare, and social protection programs.

In his message Sangguniang Bayan member Hon. Daxie Benedict Rios, highlighted the significance of the Birth Registration Assistance Project (BRAP) as a key government initiative that promotes inclusivity across all sectors of the community. Engr. Johnny F. Solis, Chief Statical Specialist of PSA Romblon, echoed this sentiment, further emphasizing the importance of birth registration. He elaborated on how having an official identity document positively impacts an individual’s daily life by providing access to essential services and opportunities.

Meanwhile, Ms. Lyra Christer Regala, Municipal Civil Registrar of San Fernando, extended her congratulations to the beneficiaries for reaching this important milestone. She also assured the public that their office remains open and committed to assisting those who wish to apply under the BRAP program.

The awarding event not only symbolizes administrative success but also represents the local government's dedication to inclusive development, social protection, and the empowerment of its constituents. This initiative serves as a foundation for a future where every citizen is recognized, counted, and included.
