PhilSys Breaks Ground: Occidental Mindoro's Breakthrough in PhilSys Registration for Children Aged one (1) to four (4) years old

24 June 2024 - Occidental Mindoro. The Philippine Statistics Authority (PSA) Occidental Mindoro-Provincial Statistical Office (PSO) has joined the nationwide rollout for registration and ePhilID issuance services for children aged one (1) to four (4) years old and achieved a significant milestone in the province by successfully registering a remarkable number of children into the system. Since its inception, the PhilSys initiative has been dedicated to providing a secure and reliable identification system for all citizens in accordance with Republic Act 11055, also known as the Philippine Identification System Act, and this recent accomplishment underscores its commitment to inclusivity and efficiency.

The registration drive among children aged one (1) to four (4) years old, which commenced on 14 February 2024, has witnessed an overwhelming response from parents and guardians across the province, demonstrating their recognition of the importance of securing a single identification for their children from an early age. This proactive approach not only facilitates access to essential services and benefits but also lays a strong foundation for their future development and integration into society.

Through the concerted efforts of government agencies, local authorities, community stakeholders and Child Development Centers, a total of 5596 children as of May 31, 2024 have been registered under the PhilSys initiative in Occidental Mindoro. This extensive network of centers serves as vital hubs for early childhood development, providing a nurturing environment for young children to thrive and grow.

The PhilSys initiative mandates specific requirements for the registration of children aged 1-4. Supporting documents must be presented by the parent along with his/her PhilID or ePhilID during the registration process to validate demographic information of the child. Any of the following supporting documents may be presented:
(1) Certificate of Live Birth issued by the PSA or the Local Civil Registry Office (LCRO); (2) Report of Birth issued by the PSA or Philippine Foreign Service Post (PFSP); (3) Certificate of Foundling issued by the PSA; (4) Certificate of Foundling or Certificate of Live Birth or Persons with No Known Parent/s issued by the PSA; (5) Municipal Form No. 102; (6) Philippine Passport or ePassport issued by the Department of Foreign Affairs (DFA); or (7) any document showing the full name of the child, date and place of birth, the full name of the mother, and the full name of the father, if acknowledged along with their own PhilID or ePhilID during the registration process.

In the absence of the child's parent, a guardian must accompany the child throughout the registration process; s/he must provide a PhilID/ePhilID along with the following supporting documents that will serve as proof of his/her relationship with the child:
(1) Authorization letter executed by the parent of the child stating that s/he allows the linking of guardian’s PSN to the child’s info; (2) PSA/LCRO – issued Certificate of Live Birth; (3) Death Certificate if both parents were deceased; (4) Agency ID in case the child is under the care of an institution.

The PhilSys initiative not only streamlines administrative processes but also enhances the delivery of social services, ensuring that every child in Occidental Mindoro receives the support and assistance they need to reach their full potential. By prioritizing the registration of children aged 1-4, the initiative lays the groundwork for a more inclusive and resilient society, where every individual is empowered to contribute meaningfully to the nation's progress. These documents ensure the accuracy and reliability of the information entered into the PhilSys database, enhancing the system's integrity and security.

As the registration drive continues to gain momentum, the PhilSys initiative remains committed to its mission of providing a universal and inclusive identification system that promotes efficiency, transparency, and security. Through collaborative efforts and community engagement, it aims to extend its reach further and ensure that no child is left behind in Occidental Mindoro.
