The Philippine Statistics Authority (PSA) Marinduque continues its focused implementation of the National ID System into the first quarter of 2025, as the province steadily progresses toward its goal of providing a secure and universal identification system for all residents.
As of March 2025, the province has maintained its momentum in both registration and National ID in Paper Format issuance, while taking strategic steps to improve the efficiency of operations and service delivery.
Marinduque Achieves 88.54 Percent National ID Registration
To date, a total of 211,796 individuals have been successfully registered in Marinduque, accounting for 88.54 percent of the province’s target population of 239,207. This figure includes registrants from all age groups, including children aged one to four, underscoring the agency’s commitment to inclusive and comprehensive registration.

Among the municipalities, Boac demonstrated outstanding performance in registration success, reaching 53,068 individuals, which accounts for 93.16 percent of its target population. Conversely, Mogpog recorded the lowest registration numbers at 29,353, covering 85.04 percent of its intended target.

Nearly 80 percent of Marinduque Residents Now Hold National IDs in Paper Format
Since the launch of the National ID in paper format, also known as the ePhilID, in October 2022, PSA PSO Marinduque has issued a total of 165,055 IDs by the first quarter of 2025. This figure represents 79.93% of the province's registered population, a significant indicator of Marinduque’s strong adoption of the National ID program.
The issuance of the National ID in paper format allows residents to benefit from a verifiable, government-recognized identity even before receiving the physical card. Notably, Santa Cruz emerged as the top-performing municipality with 42,014 printed National ID in paper format, while Buenavista had the lowest count at 17,350. Additionally, 97 IDs were issued to individuals residing outside the province.

The issuance of National ID in paper format in Marinduque reflects significant changes over the years. In 2022, PSA PSO Marinduque issued 88,072 National ID in paper format, corresponding to 75.48 percent of the 116,681 total registrations that year. In 2023, despite a decrease in number of registered individuals to 20,434, the number of issued National ID paper format increased significantly to 62,431, resulting in an issuance rate of 305.53 percent. This likely means that IDs issued were from prior registrations, as the agency focused on clearing accumulated backlogs. In 2024, issuance normalized, with 12,424 National ID in paper format released, covering 76.79 percent of the year’s registrations. (See Figure 2.)
For the first quarter of 2025, a total of 2,128 National ID in paper format were issued, equivalent to 56.47 percent coverage, indicating a continued alignment of issuance with current registration volumes.


The first quarter of 2025 showed strong progress in the issuance of National IDs in paper format, with 2,128 issued, achieving 105.87 percent of the quarterly target. Notably, the month of February recorded the highest number of issuances with 876 National ID in paper format, equivalent to 121.67 percent of its monthly target.
National ID Delivery Updates According to PHLPost
As of 30 April 2024, Philippine Postal Corporation (PHLPost) has successfully delivered a total of 70,624 National IDs across the province of Marinduque. Among the municipalities, Boac recorded the highest issuance, with 23,617 National IDs, whereas Buenavista reported the lowest, with a total of 4,523 National IDs delivered.

The PSA PSO Marinduque is dedicated to further enhancing the efficiency and reach of PhilSys to promote inclusivity and accessibility for all residents. With continued collaboration and improvements in processes, the agency is poised to meet the remaining targets and fully realize the potential of the National ID system.
