11 July 2025 – CAJIDIOCAN, ROMBLON. The Philippine Statistics Authority-Romblon Provincial Statistical Office, in partnership with the Local Government of Cajidiocan, through Local Civil Registry Office (LCRO), successfully conducted the awarding of Security Paper (SECPA) copies of Birth Certificates to thirty-two (32) Birth Registration Assistance Project (BRAP) beneficiaries on 10 July 2025 at Municipal Civil Registrar’s Office, 1/F Municipal Hall, Brgy. Poblacion, Cajidiocan, Romblon.

This initiative is part of the continuing efforts of the national government to ensure the universal registration of births, particularly among marginalized and vulnerable sectors. BRAP aims to provide free and accessible birth registration services to individuals who have not previously been registered, including Indigenous Peoples, persons in geographically isolated and disadvantaged areas, and others lacking legal documentation.
The event was led by the Municipal Civil Registrar Ms. Christine Jayne Gutierrez and PSA Romblon Registration Officer II Ms. Maria Cristina M. Uy.
The 32 recipients were handed their official SECPA-issued birth certificates, which serve as their formal proof of legal identity — a critical requirement in accessing education, healthcare, employment, and social welfare programs.
During the short program, ROII Uy emphasized the importance of civil registration as a fundamental human right and a key to accessing government services. The awarding ceremony highlighted the role of local government units in bridging service delivery gaps, especially in rural and underserved communities.
The successful implementation of this activity reflects the municipality’s commitment to upholding the rights of every citizen to recognition before the law. It also demonstrates effective inter-agency collaboration in advancing inclusive development.
The event concluded with a message of gratitude from the beneficiaries, expressing their appreciation for the assistance provided. For many, the birth certificate is not only a legal document but also a symbol of inclusion, opportunity, and hope for a better future.
