
18 JULY 2025 – BUENAVISTA, MARINDUQUE. Ten (10) beneficiaries from Buenavista, including senior citizens, have finally received their Certificates of Live Birth in Security Paper (SECPA) through the Birth Registration Assistance Project (BRAP).
The awarding ceremony took place on 18 July 2025 at the Office of the Mayor, Municipal Building of Buenavista. The event marked the successful distribution of the first batch of Birth Certificate in Security Paper (SecPa) under the initiative, spearheaded by Philippine Statistics Authority (PSA) Marinduque Provincial Statistical Office (PSO), Regional Statistical Services Office MIMAROPA (RSSO-MIMAROPA), in collaboration with the Local Government Unit of Buenavista.
Present at the ceremony to personally hand over the certificates were RSSO-MIMAROPA Regional Director Leni R. Rioflorido, Chief Statistical Specialist Gemma N. Opis, Congressman Reynaldo P. Salvacion, Municipal Mayor Eduard L. Siena, and Municipal Civil Registrar Ujunneil V. Milambiling.
The recipients came from various barangays, including Daykitin, Caigangan, Yook, and Tungib-Lipata. Among them were Zenaida Rodriguez, 75, and Wilson Saguid, 64, both from Barangay Daykitin, who were overwhelmed with gratitude. For the first time in their lives, they now hold legal proof of their births, a vital document that many take for granted.
The Birth Registration Assistance Project is one of PSA’s flagship programs launched in 2022, with a vision to promote universal civil registration and improve access to legal identity, especially among marginalized and underserved populations. It seeks to increase the rate of birth registration across the country and facilitate the inclusion of individuals in the National Identification System (National ID), the government’s centralized national ID system.
Through BRAP, PSA reaffirms its commitment to the global initiative of “Leave No One Behind” ensuring that every Filipino, regardless of status or background, is granted the right to a legal identity.
