WHEREAS, Executive Order (EO) No. 352, otherwise known as the Designation of Statistical Activities That Will Generate Critical Data for Decision-Making of the Government and the Private Sector, issued on 01 July 1996, designates the regular conduct of the Census of Agriculture and Fisheries (CAF) every ten years with the objective of providing government planners and policy makers with data on which to base their plans for the
country's development;
WHEREAS, Section 6 of Republic Act (RA) 10625, otherwise known as the Philippine Statistical Act of 2013, mandates the Philippine Statistics Authority (PSA) to prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry and other sectors of the economy;
WHEREAS, the latest CAF was undertaken in 2013 with 2012 as reference year and the next census will be conducted in September 2023 with 2022 as reference period to come up with data on agricultural and fisheries structures; to provide sampling frame for other statistical undertaking; and to provide basic data for use in national as well as local development planning;
WHEREAS, recognizing the increasing importance of the census data in meeting data needs at the lowest geographic level, the assistance provided by government agencies, government-owned and controlled corporations, and local government units (LGUs) to the PSA, as in previous censuses, will be instrumental to the success of the 2022 CAF;
WHEREAS, one of the functions of the PSA Board per RA 10625 is to prescribe appropriate frameworks for the improvement of statistical coordination and establish mechanisms for statistical coordination at the regional and LGU levels;
WHEREAS, to ensure the cooperation of all government and private entities and smooth flow of census operations at local level, there is a need to create provincial, city, and municipal census coordinating boards;
WHEREAS, PSA Board Resolution No. 05, Series of 201 5, otherwise known as the Establishing the Regional Statistics Committees (RSCs) is tasked, among others, to provide direction and guidance to regional/local statistical development activities and serve as the policymaking body on statistical matters and venue for discussion and resolution of statistical issues at the local level;
WHEREAS, the RSC shall supersede any statistical committees/ subcommittees in the regions and recognize the existing Provincial Statistical Committees (PSC);
NOW, THEREFORE, ON MOTION DULY SECONDED, be it
RESOLVED, AS IT IS HEREBY RESOLVED, that the RSC MIMAROPA hereby:
Enjoins the Provincial, City, and Municipal governments to issue an order for the creation of the Provincial, City, and Municipal Census Coordinating Boards (CCBs), respectively,
Approves the terms of reference of the Provincial, City, and Municipal CCBs, which defines among others, the composition, duties and responsibilities, and frequency of meetings as shown in Annex IACAFS-OI hereof; and
Approves that PSCs shall serve as Provincial Census Coordinating Boards
(PCCBs) and those provinces without PSC shall create the PCCB for 2022 CAE;
RESOLVED FURTHER, that the member agencies in the CCBs shall bear their own cost incurred in relation to the CAF based on, but not limited to, the terms of reference in Annex BR-04-20230215-01
RESOLVED FINALLY, That all agencies concerned be copied of this resolution for information and support.
