In its ongoing commitment to building a reliable and inclusive national identity platform, the Philippine Statistics Authority (PSA) Marinduque Provincial Statistical Office (PSO) reports continued progress in the implementation of the Philippine Identification System (PhilSys) also known as the National ID System during the second quarter of 2025.

From strengthened registration numbers to expanding issuance of National ID in paper format, the province maintains steady performance toward full ID coverage for all Marinduqueños.

Nearly 90 percent of Provincial Target Registered under National ID System

By the end of the second quarter of 2025, Marinduque has successfully registered 214,911 individuals, or 89.84 percent of its population target for PhilSys. The registered population spans all age groups—including infants below one year old—demonstrating the inclusiveness of the registration initiative.

Registration figures revealed that Boac achieved the highest coverage under National ID System, with 54,835 residents enrolled—95.73 percent of its intended population. Conversely, Buenavista had the lowest turnout, registering 22,340 individuals, or   85.78 percent of its target.

National ID in paper format Rollout Reaches Over 167K in Marinduque

Marinduque continues to advance its implementation of the National ID System with consistent progress in issuing the National ID in paper format, also known as the ePhilID. From the program's launch in October 2022 through the second quarter of 2025, a total of 167,542 ePhilIDs have been issued, representing 77.96 percent of all registered individuals in the province.

Among the six municipalities of Marinduque, Santa Cruz recorded the highest number of ePhilIDs issued at 42,431, while Buenavista registered the lowest with 17,401. In addition, 97 ePhilIDs were issued to individuals residing outside the province.

The issuance of National ID in paper format in Marinduque reflects significant changes over the years. In 2022, PSA PSO Marinduque issued 88,072 National ID in paper format, corresponding to 75.48 percent of the 116,681 total registrations that year. In 2023, despite a decrease in number of registered individuals to 20,434, the number of issued National ID paper format increased significantly to 62,431, resulting in an issuance rate of 305.53 percent. This likely means that IDs issued were from prior registrations, as the agency focused on clearing accumulated backlogs. In 2024, issuance normalized, with 12,424 National ID in paper format released, covering 76.79 percent of the year’s registrations. (See Figure 2.)

For the second quarter of 2025, a total of 4,615 National ID in paper format were issued, equivalent to 67.05 percent coverage, indicating a continued alignment of issuance with current registration volumes.

The second quarter of 2025 showed strong progress in the issuance of National IDs in paper format, with 4,615 issued, achieving 84.52 percent of the quarterly target. Performance peaked in April (126.38 percent) and February (121.67 percent), exceeding monthly targets. 

However, June recorded the lowest performance at 53.76 percent, suggesting a slowdown in processing or delivery.

Despite this, the overall results reflect consistent issuance efforts aligned with ongoing registration activities.

National ID Delivery Updates According to PHLPost

As of 30 April 2024, Philippine Postal Corporation (PHLPost) has successfully delivered a total of 70,624 National IDs across the province of Marinduque. Among the municipalities, Boac recorded the highest issuance, with 23,617 National IDs, whereas Buenavista reported the lowest, with a total of 4,523 National IDs delivered.

PSA Marinduque PSO remains steadfast in delivering accessible and equitable identity services. With continued stakeholder collaboration, streamlined processes, and community mobilization, the province aims to close remaining gaps in registration and issuance, strengthening the National ID System as a key enabler of digital and social inclusion.
