PSO Marinduque, led by CSS Gemma N. Opis, discussed PSA mandates, which include
planning, developing, prescribing, disseminating, and enforcing policies, rules, and
regulations, as well as coordinating government-wide programs governing the production of
official statistics, general purpose statistics, civil registration services, and inclusive
identification systems. On the other hand, RO II Ginalyn Muhi emphasized the significance of
the CRVS Decade as well as a brief history of Civil Registration.
Mogpog MCR Virginia Sartillo also provided information on Civil Registration Laws such as
Republic Act No. 9048, Republic Act No. 9255, and Republic Act No. 10172 to the residents
present on that day.
Civil Registration is a continuous, permanent and compulsory recording of vital events in the
life of an individual as birth, marriage, death, as well as all decrees, legal instruments & judicial
orders affecting his civil status in appropriate registers as mandated by Act No. 3753, the Civil
Registry Law.
According to the declaration signed in 1991 by the late President Cory Aquino, Civil
Registration Month is commemorated every February to emphasize the importance of civil
registration across the archipelago. Through gatherings like these, it is hoped that more
Filipinos will be encouraged to register birth, marriage and death events on time.
