
09 June 2025 – MOGPOG, MARINDUQUE. With a renewed focus on safeguarding every child’s right to identity, the Philippine Statistics Authority (PSA) – Provincial Statistical Office of Marinduque, in partnership with the PSA Regional Statistical Services Office (RSSO) MIMAROPA, successfully conducted a three-day capacity-building training from June 3 to 5, 2025, dedicated to strengthening local civil registration practices under Republic Act No. 11642 (Domestic Administrative Adoption and Alternative Child Care Act) and Republic Act No. 11767 (Foundling Recognition and Protection Act).
Held in CSM Convention and Office Rental, Market Site, Mogpog, the training brought together personnel from Local Civil Registry Offices (LCROs) and Municipal Social Welfare and Development Offices (MSWDOs). Sessions were led by subject-matter experts from PSA and RACCO MIMAROPA.
The training opened with a virtual lecture by Ms. Allyssa S. Cabrera, Social Welfare Officer III of RACCO MIMAROPA, who discussed the salient features and adoption process under RA 11642. This was followed by Chief Statistical Specialist Gemma N. Opis, who elaborated on the law’s background and civil registration implications.
Succeeding lectures were delivered by PSA MIMAROPA Regional Director Leni R. Rioflorido and Statistical Specialist II Ella Jean Rose T. Del Rosario, covering adoption registration, rescission procedures, and foundling documentation under RA 11767.
To reinforce learning, the training incorporated interactive workshops, case simulations, and open forums, allowing participants to apply concepts to real-world scenarios while sharing best practices and challenges from their respective localities. This interactive approach fostered not only deeper technical understanding but also inter-agency cooperation crucial for effective implementation of the laws.
The program concluded with an awarding of certificates, serving as both recognition and a reminder of the vital role each participant plays in ensuring that no child is left undocumented.
The PSA emphasized that the training forms part of its broader initiative to equip frontliners with updated tools and knowledge to ensure that all children—especially adopted and abandoned—receive accurate, timely, and lawful civil registration services, granting them full access to their rights and legal identity.
