04 August 2025 – BOAC, MARINDUQUE. The Philippine Statistics Authority (PSA) Marinduque Provincial Statistical Office, through Chief Statistical Specialist Gemma N. Opis and Statistical Specialist II  Harvy M. Fabaleña, reinforced its commitment to data-driven governance by participating in the Committee Hearing of the Sangguniang Panlalawigan Committee on Rules, Laws, and Ordinances, held at the SP Session Hall, 3rd Floor, Legislative Building, Capitol Compound.

The hearing addressed the request of Governor Melecio J. Go for the ratification of a Data Sharing Agreement (DSA) between the Provincial Government of Marinduque and PSA covering the Data Sharing and Turnover Agreement for the official use of the Community-Based Monitoring System (CBMS).

Anchored on Republic Act No. 11315, the CBMS is a pioneering initiative jointly implemented by the PSA and Local Government Units (LGUs). It is designed as a comprehensive census of households, harnessing modern technologies in data collection, processing, and validation. The system equips LGUs with granular, evidence-based information that serves as a foundation for precise planning, program development, and performance monitoring—ensuring that interventions address real community needs.

During the deliberations, CSS Opis and SS II Fabaleña presented the operational framework of CBMS, clarified provisions in the DSA, and addressed queries from committee members. They highlighted how CBMS not only strengthens the local statistical system but also bridges the gap between data and policy, empowering decision-makers to act with precision and accountability.

The participation of PSA Marinduque in this legislative process reflects its steadfast dedication to fostering institutional partnerships, upholding statistical integrity, and advancing transparent governance through the strategic use of official statistics.
