20 November 2024 – TORRIJOS, MARINDUQUE. The Philippine Statistics Authority (PSA) Marinduque Provincial Statistical Office, in collaboration with the LCRO Torrijos and LGU Torrijos, recently held a two-day Training on Civil Registration and Vital Statistics (CRVS) for Barangay LGU officials, held on 14–15 November 2024. This initiative aimed to strengthen the capacity of local officials in delivering accurate and efficient civil registration services in their communities.

The training opened with a warm welcome from Engr. Ronan L. Regio, Municipal Civil Registrar of Torrijos, who emphasized the critical role of barangay secretaries in ensuring that every resident is properly documented. Hon. Joel T. Cruzado, Acting Mayor of Torrijos, also addressed the participants, stressing the importance of reliable civil registration in supporting local governance and national development.

The first day focused on foundational topics, with Ms. Gemma N. Opis, Chief Statistical Specialist of PSA Marinduque, providing an overview of PSA’s mandates and its commitment to achieving universal civil registration. Participants were introduced to the Civil Registration and Vital Statistics Decade’s campaign, which highlights the global effort to improve civil registration systems. Detailed discussions on the registration of vital events—births, marriages, and deaths—were led by Ms. Mary Michelle M. Macutong, Registration Officer I, and Engr. Ronan L. Regio, ensuring that participants are well-versed in the procedural aspects of their responsibilities.

The second day delved deeper into the legal frameworks governing civil registration. Ms. Ginalyn M. Muhi, Registration Officer II, and RO I Macutong guided the participants through the provisions of key legislation, including Republic Acts No. 9048, 10172, 9858, and 9255, which cover corrections of clerical errors, changes in personal details, and legitimization processes. The open forum allowed participants to clarify their questions and share their experiences, fostering a collaborative and practical learning environment.

Interactive activities, including a Civil Registration Quiz facilitated by RO I Macutong, added an engaging element to the training. These sessions tested the knowledge of participants and reinforced their understanding of the key topics discussed.

The program concluded with an awarding of certificates to the participants, recognizing their active participation and commitment to improving civil registration services. RO II Muhi delivered the closing remarks, expressing gratitude to the barangay secretaries for their dedication and emphasizing the importance of their work in ensuring that no citizen is left undocumented.

This training underscores PSA Marinduque’s commitment to enhancing the capacity of local government units to provide accurate and timely civil registration services. Through initiatives like this, PSA ensures that civil registration becomes a seamless and accessible process for all, paving the way for a more inclusive and data-driven future.
