
03 June 2025 – PUERTO PRINCESA CITY. A three-day training on Republic Act No. 11642, the Domestic Administrative Adoption and Alternative Child Care Act, and Republic Act No. 11767, the Foundling Recognition and Protection Act, was successfully conducted from May 28 to 30, 2025, at the Audio-Visual Hall of Western Philippine University in Barangay Santa Monica, Puerto Princesa City. The activity brought together civil registrars and social welfare development officers from across Palawan to strengthen their knowledge and capacity in implementing the new civil registration laws.
Day 1 opened with an orientation by Romelita F. Hernandez (Registration Officer II, PSA PSO – Palawan), followed by a discussion on RA 11642’s features and process flow by Alyssa S. Cabrera (Social Welfare Officer III, RACCO – MIMAROPA). Donna Marie D. Mobe (Supervising Statistical Specialist and OIC, PSA PSO – Palawan) covered key concepts, definitions, and filing procedures under the law. Veneranda F. Mendoza (Registration Officer IV, PSA RSSO – MIMAROPA) tackled the registration of the Order of Adoption and Certificate of Finality. Ms. Hernandez also discussed the Order of Recission of Adoption, followed by an open forum.
Day 2 included a case workshop led by Ms. Mobe. Atty. Amelien Clariza D. Bacani (Attorney II, RACCO – MIMAROPA) presented RA 11767’s salient features, while Ms. Hernandez explained its registration process. Ms. Mendoza discussed how to register the birth of a child with unknown parents. The day ended with an open forum.
Day 3 featured a second round of workshops on RA 11767. Ms. Hernandez conducted a review on the implementation guidelines of RA 11222 (Simulated Birth Rectification Act), helping bridge the shift to RA 11642. The training concluded with a session on other civil registration concerns. Group presentations during Days 2 and 3 allowed participants to apply learnings through case analysis.
The event was made possible through the initiative of the Philippine Statistics Authority – Regional Statistical Services Office (PSA RSSO) MIMAROPA, in coordination with PSA PSO – Palawan and the Regional Alternative Child Care Office (RACCO) – MIMAROPA. With the guidance of experienced resource persons, participants left the training better equipped to implement RAs 11642 and 11767 and to provide more responsive and inclusive civil registration services in their communities.
