Creating the Technical Working Group for the 2024 Community-based Monitoring System (CBMS) Under the Regional Statistics Committee to Serve as the CBMS Coordinating Board in the MIMAROPA Region

WHEREAS, the Philippine Statistics Authority (PSA) Board Resolution No. 05, Series of 2015 created the Regional Statistics Committees (RSCs) to provide direction and guidance to regional/local statistical development activities, act as policymaking body on statistical matters and serve as the venue for discussion and resolution of statistical issues at the local level;

WHEREAS, Republic Act (RA) No. 11315, otherwise known as the CommunityBased Monitoring System (CBMS) Act, was enacted on 17 April 2019, institutionalizing the conduct of the CBMS in every city and municipality in the country;

WHEREAS, Section VI.D (2) of the PSA-DILG Joint Memorandum Circular No. 2022-0001 dated I l May 2022 provides that the existing RSCs shall serve as the CBMS Coordinating Boards for the CBMS operations at the regional level. A technical working group (TWG), sub-committee, or a special committee may be created within the RSC to handle CBMS-related concerns;

WHEREAS, CBMS Council Resolution No. 06, Series of 2021 approved the establishment of the Provincial and City/Municipal CBMS Coordinating Boards and their Terms of Reference;

WHEREAS, the CBMS Coordinating Boards will be responsible in overseeing the CBMS operations in their respective localities, ensuring logistic and other requirements are in place prior and during the CBMS operations, in addition

to resolving issues and concerns encountered in the conduct of CBMS in their jurisdiction;

NOW, THEREFORE, ON A MOTION DULY SECONDED, be it

RESOLVED, AS IT IS HEREBY RESOLVED, That the RSC MIMAROPA creates the Technical Working Group (TWG) for the Community-Based Monitoring System under the Regional Statistics Committee to serve as the CBMS Coordinating Board in the MIMAROPA Region.

RESOLVED FURTHER, That the TWG for CBMS shall be composed of the following:

  • Philippine Statistics Authority MIMAROPA (Chairperson);

  • Department of the Interior and Local Government MIMAROPA;

  • Department of Information and Communications Technology;

  • Provincial Planning and Development Office — Marinduque;

  • Provincial Planning and Development Office - Occidental Mindoro;

  • Provincial Planning and Development Office - Oriental Mindoro;

  • Provincial Planning and Development Office - Palawan;

  • Provincial Planning and Development Office - Romblon;

  • National Economic and Development Authority MIMAROPA;

  • Department of Social Welfare and Development MIMAROPA; and 

  • National Commission on Indigenous Peoples MIMAROPA.

RESOLVED FURTHER, That the TWG shall have the following roles and responsibilities:

  • Oversee the implementation of the CBMS operations in the region;

  • Resolve issues and concerns encountered in the conduct of CBMS in the region;

  • Issue communications, directives, instructions, and/or circulars to cooperate, mobilize, and provide support/assistance to the CBMS operations; and

  • Take up other matters as necessary for the successful conduct of the CBMS.

RESOLVED FINALLY, That all the concerned regional line agencies, local government units, and public and private higher education institutions in the region, be copied with this resolution for information and support;

UNANIMOUSLY APPROVED.
