WHEREAS, Republic Act No. 10625 states that the Philippine Statistics Authority (PSA) shall be primarily responsible for all national censuses and surveys, including sectoral statistics, consolidation of administrative recording systems, and compilation of national accounts;

WHEREAS, the System of National Accounts (SNA) is an internationally agreed standard set of recommendations on how to compile measures of economic activity in accordance with strict accounting conventions based on economic principles;

WHEREAS, the Tourism Satellite Account (TSA) is a standard statistical framework and the main tool for the economic measurement of tourism, which also provides detailed data on expenditure of visitors, detailed production accounts of tourism industries, and employment in tourism industries;

WHEREAS, there is a need to institutionalize a Technical Working Group (TWG), to serve as a platform for collaboration of strategies, programs, and activities, among Local Government Units (LGUs), Regional Line Agencies (RLAs), Non-Governmental Organizations (NGOs), and other key stakeholders;

NOW, THEREFORE, ON A MOTION DULY SECONDED, be it

RESOLVED, AS IT IS HEREBY RESOLVED, to approve the creation of a Technical Working Group for the Regional Tourism Satellite Accounts composed of the following:

Members :  Department of Economy, Planning, and Development
                   Department of the Interior and Local Government
                   Department of Trade and Industry
                   Bureau of Immigration
                   Civil Aviation Authority of the Philippines
                   Provincial Tourism Office – Marinduque
                   Provincial Tourism Office – Occidental Mindoro
                   Provincial Tourism Office – Oriental Mindoro
                   Provincial Tourism Office – Palawan
                   Provincial Tourism Office – Romblon
                   City Tourism Office – Puerto Princesa
                   City Tourism Office – Calapan
                   Travels and Tours Representative

RESOLVED FURTHER, that PSA RSSO MIMAROPA shall serve as the TWG secretariat, and the committee will invite other non-RSC member agencies to serve as members of the TWG;

RESOLVED FURTHERMORE, that the TWG shall undertake the following functions:
1.    Study and comprehend the Philippine TSA framework,
2.    Enhance the collection, analysis, and management of tourism data to address existing gaps and methodological issues, and
3.    Document the activities conducted and report to the Regional Statistics Committee (RSC).

RESOLVED FINALLY, that all entities concerned be copied of this resolution for information and support.
